St. Joseph County MHIP Program for Home Repairs
St. Joseph County has been awarded CDBG funds for a home improvement program through the Michigan State Housing Development Authority (MSHDA). The purpose is to provide assistance in the form of deferred or forgivable loans ($10,000 or less, no payback; and $10,001 up to $40,000 at 0% interest and forgivable after five years) to residents in every township in the County. Residents whose total household income is at or below 80% area median income for St. Joseph County are eligible to apply.
St. Joseph County plans to assist homeowners with improvements to their homes that may include windows, insulation, siding, plumbing and electrical repairs, roof replacement, furnaces and air conditioners, and other repairs as determined to be necessary for code compliance, accessibility and approved by the state. All repairs through the HIP program must be needed, and exclude cosmetic renovations and upgrades.
All applications will be processed on a first-complete, first-qualified, first-ready basis, subject to funding availability. Other requirements are that the loan may not be larger than the total home assessment, including the HIP funds; the home be at least five years old; and that the total loans from the Neighborhood Initiatives Division at MSHDA in the last five years (including repairs for the CHILL program) not exceed $50,000. Owners shall be current on their taxes and insurance, and own and occupy the home as their primary residence and hold clear title to the property
