County Administrator (Controller)

The Administrator/Controller is the chief administrative and fiscal officer for St. Joseph County government, appointed by and accountable to the Board of Commissioners. This office ensures that County policy is implemented with precision and fiscal responsibility.

As the primary liaison between the Board of Commissioners and various elected officials, Teresa Cupp coordinates functions across all County departments and agencies.

She is responsible for recommending the annual budget, advising the Board on policy alternatives, and developing systems to achieve the County’s long-term strategic goals.
